What is a Local Area Energy Plan?

The Leicester and Leicestershire Local Area Energy Plan (LAEP) forms a strategic pathway, co-developed with local stakeholders, to achieve a low carbon sustainable energy system in Leicester & Leicestershire and to realise the associated co-benefits such as jobs creation and improved air quality. The sustainable energy pathway is based on an evidence base derived from techno-economic scenario modelling and informed by current local plans and ambitions through analysis and stakeholder engagement.

Investment Opportunity & Benefits

The LAEP signposts opportunities for targeted investment, which could bring significant local co-benefits such as increased employment, economic growth, and cleaner air which reduces the financial burden on health services. The LAEP breaks down into five main interventions areas:

    • Low carbon heating
    • Domestic fabric retrofit
    • EV infrastructure
    • Local renewable generation
    • Electricity, gas, and heat networks

This LAEP highlights the opportunity to invest in both Leicester and Leicestershire's energy system and buildings. Delivering a sustainable energy system that meets the region's future demand for energy will require investment from many different organisations. Therefore, this LAEP should be used to support the process of engaging with these organisations to attract investment; for example, with central government, the private sector and the regulated energy network sector.

In addition, through taking a proactive role, Leicester and Leicestershire can lead the way, considering how to support the creation of opportunities for its communities such as providing local jobs, projects that deliver community benefit, and considering how best to support households in fuel poverty.​

​The potential investment opportunity, across the local area to 2050, is £21bn in capital expenditure.
